What types of materials, equipment and activities should I provide for the children and how do I determine if it is developmentally appropriate?

You could pick materials depending on the age range of children and what their development needs are. Also you will need to pick activities and material that are safe for the age of the children. Toddlers would benefit from puzzles with larger and less pieces to work on motor skills and patterns but older children could benefit from more complex puzzles with smaller and more pieces and it would help them develop good problem solving skills.
